Purpose of your Position - Non Union
The Building and Business Services Department Manager (Chief Building Official) oversees the administration and direction of the building plan checkers, building inspectors, plumbing and gas inspectors, business licensing team, development services clerks and One Window development technicians. These functions are accountable for the review of new permit applications, compliance monitoring and enforcement of building related health and life safety requirements in four disciplines, development of operational policies, processes, and makes final technical determinations based on the BC Building Code, Gas Act, Plumbing Code, and Safety Standard Act. The position is also responsible for leadership and transformation to a digital permitting future.

1. Oversees the administration and direction of the building plan checkers, building inspectors, plumbing and gas inspectors, business licensing team, development services clerks and One Window development technicians:
  • Maintain accreditation and robust data related to processes and results.
  • Lead technological adaptation from traditional/legacy services to innovative customer focused technology and process.

2. Manage compliance monitoring services:
  • Ensure the various review and inspection processes are compliant with established processes and related regulations.
  • Ensure timelines are being met and that the correct processes are being followed. Ensure that processes are set to resource capacity and that surplus resources are re-deployed.

3. Develop policy and processes to comply with code changes and construction advancements:
  • Analyse, assess and approve alternative solutions as an equivalent method of compliance for Registered Code Consultants. Develop policy, procedures, bulletins, brochures & redevelop department policies as per the terms of the accreditation agreement
  • Present code changes, notice on title and other reports, and recommendations to Council, Board of Variance, the media, CHBA, UDI and other industry partners
  • Prepare renewal application and annual reports for International Accreditation Service (IAS) and maintain excellence in customer service.

4. Manage Human Resources:
  • 4 Manager/Supervisor (direct reports) 40 indirect reports
  • Develop, coach, inspire, hire, assess, discipline and reward employees.

5. Manage risk, liability exposure and provide services to legal counsel and contractors:
  • Participate in court cases against the City and ensure accurate inspection records are available
  • Investigate claims, complaints against the City and try to resolve it without the need for legal action and attend discoveries for cross examinations and court as an expert witness or assure appropriate staff appear
  • Ensure the full compliance to the Zoning, Building, Sign, Plumbing & Gas bylaws
  • Ensure that relevant municipal records are maintained and kept up to date; and that expired permit files are resolved and closed.

6. Manage budget:
  • Operating budget in 2024: $6.4 million
  • Revenue generated in 2023 from the Building Permit fees and Business Licence $12,300,000.00
  • Spending authority: Divisional Director
  • Manager leads preparation of budget materials related to the department and works with Division Director to incorporate them into the divisional budget.
Credentials - Union
Knowledge - Non Union
Bachelor’s degree in Architecture or Engineering or a combination of comprehensive experience and a Red Seal Trade Certificate. Level 3 Certification of Competency from the Building Official Association for building & level 1 plumbing, minimum of 10 years of progressive technical related experience. Sound knowledge of codes and regulations. Considerable experience with the municipal planning, development approval process and subdivision development.
