Organizational Information

Purpose of your Position - Non Union
The Partnerships Office Director is responsible for leading a branch focused on changing the way the organization delivers important capital assets, programs, and services to the residents of Kelowna. The position will deliver this mandate through the development of alternative revenue sources and through the development of high-profile partnerships with the private, public, and non-profit sectors. The Director will bring entrepreneurial and relationship advancement approaches and focus on partnership management, sponsorship & advertising revenue, grant funding, business stakeholder liaison, and intergovernmental relations.

1. Manage the Partnerships Office
  • Lead a diverse team of professionals with a focus on employee engagement through effective coaching and effective management practices.
  • Prioritize work plan items and ensure project management best practices are followed.
  • Budget management and ensure revenue targets are met.
  • Maintain the Strategic Plan and report on key performance indicators for the branch.

2. Expand the profile of the branch and lead new partnership initiatives
  • Align the City’s capital plan and priorities with potential partnership or alternative funding opportunities and promote the opportunities nationally.
  • Leverage the expertise of our institutional partners to find new solutions to major capital.
  • Provide strategic oversight and financial analysis for partnership development by branch managers.
  • For significant initiatives, directly evaluate opportunities, lead negotiations, engage with stakeholders, obtain approvals, secure financing and manage key outcomes.

3. Maintain strategic relationships with key stakeholders and community organizations for the City of Kelowna
  • Develop and maintain strategic relationships with key institutional, public, private, and community organizations for the City of Kelowna and work in close collaboration the Central Okanagan Economic Development Commission (COEDC) to advise on attracting new regional investment opportunities.
  • Provide strategic direction for relationship management and support ongoing efforts to manage relationships through a systems based approach.
  • Oversee Intergovernmental Relations and ensure an effective advocacy strategy is maintained.

4. Take the lead in innovation and development of entrepreneurial opportunities organization-wide
  • Work with City departments to identify entrepreneurial opportunities throughout the City and analyze and recommend business plans with a strong financial skillset for revenue generation opportunities.
  • Research innovative projects and understand potential impacts for public sector bodies under current legislation.
  • Determine whether opportunities exist to offer City products, services and expertise to other local governments.
  • Provide governance structure for new initiatives and identify key outcomes to be measured.

5. Lead and/or participate in special projects or committees relating to Partnership and Business Development
  • Internal advisor for entrepreneurial and economic matters.
  • Inform policy, bylaws, planning, process, customer service and regulations, as they relate to the business perspective, as well as long term planning and infrastructure investments to support economic development.
  • Participate in other committees or trusts that support regional economic development.
Credentials - Union
Knowledge - Non Union
Post secondary degree (public/business administration, finance, accounting, economics, marketing or other business-oriented degree) and other relevant business unit leadership experience.

Public and/or private sector experience (10 years), project management, planning, design and development experience also relevant.
