Purpose of your Position - Non Union
The position of Chief Technology Officer (“CTO”) is charged with developing an overall, cohesive vision for technology based service delivery – internally and externally – and leading the implementation of all associated strategies. The suite of responsibilities of the CTO includes being a primary driver of business innovation through digital transformation, with outcomes focused on elevated service delivery, cost efficiencies and enhanced cyber security. The CTO ensures the corporation has the strategies, policies, integrated business solutions, and infrastructure to support the complex requirements of local government including digital service delivery. The CTO plays a leadership role in the transformation of government in an ever increasing transparent and data driven world including open data and data analytics. The CTO is responsible for creating partnerships with government, academia, and community stakeholders to deliver Intelligent Community initiatives, including smart systems (IoT -Internet of Things, AI -Artificial Intelligence), open data, cloud computing and dark fibre.

The CTO is responsible for the city’s digital transformation and automation strategy. The CIO will work alongside members of the Senior Leadership Team (SLT), to ensure strategic and service needs are met for each service area. The CTO is responsible for digital service transformation, all technology based operational systems and associated policies, upholding Divisional service level agreements and other priorities as set by the City Manager or Council.

The CTO will be a key advisor to members of the SLT and the City Manager.

1. Provide strategic direction for Information Systems to the city and community
  • Develops strategic plans that build an environment which fosters the delivery of effective information systems.
  • Collaborate with City Manager, directors, managers, and staff to determine business alignment and identify information systems solutions.
  • Support corporate decision making through development of intelligent data and data analytics.
  • Development and implementation of the Digital Strategy with both an internal and community focus.

2. Involved in community direction, relationships, and advocacy
  • Direct the cities strategy for Intelligent Community initiatives including data analytics and open data.
  • Collaborate with the city’s business, academic and government community looking for opportunities to solve challenges, engage with senior levels of government.
  • Development and implementation of the City’s Dark Fibre business, fast growing critical infrastructure.
  • The CTO manages relationships with all technology partners that support the City, which includes Microsoft, ESRI, and all enterprise system providers. The CIO will also engage provincial and federal stakeholders, to support the city’s advocacy strategy.

3. Direct the ongoing function of Information Services
  • Ensures that the division functions effectively by being responsive to the needs of its customers.
  • Ensures that work plans, timelines, priorities, strategies and procedures are in place and working effectively for the execution of all IS functions such as security, data protection, customer service requests, systems implementation and reliability.
  • Optimizes the life of all software and hardware products by implementing effective sustainment plans
  • Keeps current and aware of the priority work going on in all areas of Information Services.

4. Promote new developments in information systems and technologies
  • Keeps close contact with the Municipal and vendor communities so as to be aware of innovative solutions being developed in other municipal jurisdictions and the IT marketplace.
  • Advises Council and the senior leadership team regarding information systems opportunities.
  • Increase customer service through new mobile and interactive online solutions.

5. Manage budget:
  • Operating budget: 9.6 million

6. Manage human resources:
  • 4 Direct Reports, 35 departmental reports
  • Develop, inspire, hire, assess, discipline and reward employees.

Knowledge - Non Union
Bachelor of Science Degree in Computer Science and at least 10 years information services management experience with progressively greater responsibility. Experience on a senior management team overseeing information services strategic planning.
