Purpose of your Position - Non Union
The Property Management Manager provides branch level leadership, direction, and management to a group of staff charged with maximizing the return on city buildings, lands, and real estate other assets through the development of strategic plans, the negotiation and drafting of agreements regarding city real estate assets and the pragmatic and efficient administration of all agreements and documents relating to city real estate resources.

1. Responsible for identifying and generating the maximum social, economic, and environmental return on city-owned real estate assets:
  • Create and implement strategic plans / business cases for under-utilized real estate assets such as vacant lands, roadways, laneways, docks, marine / foreshore tenures, natural open space, parks, etc.
  • Ensure all leases, rental agreements, licenses, and management and operating agreements, reflect best practices in risk /liability management, financial accountability, environmental impact, building operations, and maintenance & capital reserves.
  • Demonstrate industry-leading best practices in management of real estate assets.
  • (±70 Residential Units, ±40 Commercial Properties, ±50 Non-Profit Uses, ±40 Patio / sidewalk seating licenses, ± 50 Licences of Occupation, ±50 Water lot Licences)
2. Maximize and optimize branch revenue generating capacity:
  • Responsible for all aspects of business unit budgeting and departmental work planning to meet income goals to support taxation base (branch currently generates over $3.2m in revenue).
  • On-going innovation and review of best practices to create cash-flow generating real estate assets that will support future taxation base (this may require debt financing).
  • Develop partnerships for the use of real estate assets that meet the multiple bottom-line objectives of the community.
  • Meet or exceed industry norms for revenue generated by municipal real estate assets.

3. Act as the subject matter expert in matters related to negotiating and administrating all formal agreements relating to municipal real estate assets:
  • Provide technical expertise to other departments in the areas of negotiation and lease administration.
  • Demonstrate leadership as primary participant in negotiating formal agreements related to City real estate assets.
  • Convene and coordinate internal stakeholder groups (Finance, Active Living & Culture, Building Services, Partnerships Office, etc.) to negotiate outcomes for civic real estate assets that are in the best interests of the community.
  • Utilize subject matter expertise to develop and maintain robust and comprehensive legal agreements defining respective rights, obligations, and expectations regarding the use of city facilities.

4. Manage Budget
  • Primary responsibility for developing and maintaining operating budget
  • (Revenue $3.2m; Expenses: $1.5m; Contribution to Reserves: $830k)
  • Indirect Responsibility for administration of Management and Operating Agreements relating to facilities such as Kelowna Museums, Rotary Centre for the Arts, Kelowna Art Gallery, Prospera Place, Capital News Centre, H20, Kelowna Family Y, etc: $3m capital budget
  • Management and procurement of consulting services as required
  • Primary responsibility for capital budget: +/-$100,000

5. Manage human resources:
  • Direct reports: 2 full time / 1 summer student
  • Develop, inspire, hire, assess, discipline and reward employees.

Post secondary degree in business administration, economics; or real estate diploma or professional designation in a property management related discipline and 5+ years experience.
Skills & Abilities - Non Union
Leadership, diplomacy, strong negotiator, conflict resolution, budget management, legal contract knowledge, communication, innovation, attention to detail, risk analysis and working technical knowledge of relevant regulations/legislation and industry trends.
